fix: remove cocotb from requirements

It's only needed by the wokwi testing library, and it causes version conflicts with the user/tt-multiplexer provided cocotb versions.

Make the codebase more PDK-agnostic by moving tech-specific code to `tech.py` and tech specific files (e.g. def files, tile_sizes.yaml) to `tech/<pdkname>` subdirectory.

refactor: migrate from yosys to yowasp-yosys

yowasp-yosys can be installed from pip, so we no longer require the user to install yosys separately.
also freeze requirements.txt versions for reproducible builds
